What is iSkill?

It is a new qualification programme that has been developed with close collaboration between the Energy Industry with the support of the MISC Working Group for Energy together with Institute of Brunei Technical Education (IBTE).

The programme has undertaken a rigorous process to match and aligned our industry requirements and expectations for our local workforce. This includes potential opportunities in developing a pathway toward a professional career in the relevant skill pools. Skill modules in the programme have also been mapped to recognised international standards.

By joining this programme, the trainee will undergo placement in a hosting company which is called Industrial Placement.of 

Who is it for?

iSkill has been developed to serve the energy industry needs with opening opportunities specifically for our local participation in mind to achieve greater occupational skill levels in support of Brunei Vision 2035.

The iSkill Qualification

An Industry Led Qualification

Competence-based qualification developed by industry’s subject matter experts and the IBTE competence and assessment development technical teams. iSkill programme is specific to augment the employability gap in the Oil & Gas sectors as it prescribes a higher level of skill-based competence assessment. This emphasizes practical and real work exposure to the industry.​

Mapped to Recognised Standards

Skill standards and assessment specifications are retrospectively mapped to a recognised international standard equivalence, Emphasis on training delivery and assessment methodology. Development of these qualifications is vetted through a skills consultant and the efficacy to be monitored by MISC WG Energy.

Undergo Accredited & Quality Assured process

Approved and recognised in the energy industry and endorsed by Sub-SKill Committee & BDNAC. Safety requirements regulated by SHENA. Delivery outcomes through various quality assurance processes including third-party assessors.

Includes a Professional Development pathway

Competency Development and career pathway monitored by the industry MISC Energy and through SkillUP digital application. The programme can have multiple careers routes depending on the skillset. Opening up opportunities for reskilling and upskilling to join the workforce at predetermined levels. As such this qualification will be iterative, reviewed to prescribe conditions to adapt to new skills development.

The Qualification Specification

Learning Outcomes

The qualification has been designed to provide the relevant occupational knowledge and skills required to become a competent worker in the oil and gas industry. It provides learners with the necessary skills and knowledge to prepare them to undertake internationally recognised standard assessments equivalence.

Programme Structure

It contains industry-standard qualification programme structure, including a unit structure with recommended guided learning hours (GLH) and total qualification time (TQT). This is not a course curriculum. Qualification specification shall supersede the curriculum in the order of documentation hierarchy.

Assessment Specification

It provides the prescribed assessment methods, the assessors and learners’ requirements to achieve successful recognition for the award. This includes a specification for industrial placement. The learner will be assessed by these criteria set in this qualification assessment specification and not to the curriculum.

Mapping to Skills Standards

Details of the relationship between the unit and the relevant National Occupational Standard (NOS) or other professional standards or curricula have also been included. This includes mapping Brunei’s existing standards, where applicable UK National Occupational Standards were used as equivalences.

Skillset Development

MISC WG Energy Qualification Matrix

As of January 2021, there are 14 qualifications that have been developed by the working group. Priority has been given to the top five skills in demand for construction in the Oil and Gas sector. These qualifications have been endorsed and currently are running in IBTE and soon with the relevant Registered Training Organisation (RTOs). MISC WG Energy in 2021 is developing qualifications for the subsequent skill pool, these are more focused towards maintainer and operator based competence. It is also recognised that not all qualification will require to undergo the riguor of the iSkill process. These are qualification that is pre-existing and deems appropriate for its application especially those that is in demand with the construction industry. There is the opportunity identified skill pool that has common competency-based to be co-development across relevant industry sectors.
